On Friday afternoon, December 5, 2025, at Wing Bank’s headquarters, the General Department of Customs and Excise of Cambodia and Wing Bank (Cambodia) Plc signed a Memorandum of Understanding on “Collaboration to Promote the Use of e-Payment Services,” in a ceremony chaired by H.E. Dr. Kun Nhem, Minister Attached to the Prime Minister, Director General of the General Department of Customs and Excise of Cambodia, and Neak Oknha Kith Meng, Chairman of the Board of Directors of Wing Bank and Chairman & CEO of Royal Group of Companies, with the participation of business associations, Wing Bank’s senior management, customs officials, and distinguished guests.
Addressing the ceremony, Neak Oknha Kith Meng highlighted Wing Bank’s contribution to national development through close collaboration with the General Department of Customs and Excise of Cambodia, ensuring that customs duties and taxes payments to the national budget are processed efficiently, and noted that the signing of today’s MoU marks another significant step forward in making duties and taxes transactions for businesses more convenient, faster, and more secure. To further enhance the business climate in Cambodia, Neak Oknha also announced a credit line of up to USD 200 million with zero interest for up to five days for businesses paying duties and taxes to the General Department of Customs and Excise of Cambodia via Wing Bank’s e-Payment services.
In his remarks, H.E. Dr. Kun Nhem emphasized the General Department of Customs and Excise of Cambodia’s commitment to leveraging technology to support customs administration, working hand in hand with the private sector and aligning with its vision of modernizing the customs administration to further facilitate trade and enhance the business climate in Cambodia. Since 2018, the e-Payment system has been rolled out and continuously expanded, and to date, 10 banking institutions have been participating. The e-Payment feature allows businesses to pay duties and taxes with greater ease, speed, and efficiency, while ensuring high security and error-proof process. H.E. Dr. Kun Nhem also expressed admiration and appreciation to Wing Bank for its initiative in offering credit facilities to businesses for paying duties and taxes to the General Department of Customs and Excise of Cambodia, and for formalizing this MoU to promote the wider adoption of e-Payment services.
Under this MoU, the General Department of Customs and Excise of Cambodia and Wing Bank will strengthen collaboration to promote e-payment usage among businesses, share knowledge and expertise on financial technology and system security, and establish a working group to provide ongoing support and solutions.
