PHNOM PENH, 27 October 2026 – Wing Bank (Cambodia) Plc., Royal Group Life Insurance (RGI) and the Cambodian Economic Youth Federation Association (CEYFA) have signed a Memorandum of Understanding (MoU) to expand access to financial services, insurance and business opportunities for CEYFA's network of more than six million members and customers across Cambodia.

The MoU was signed at The Grand Terrace before more than 2200 participants.

Spanning 18 occupational sectors, CEYFA's network includes market vendors, food sellers, transport operators and farmers. Their daily earnings support households and local communities, but many struggle to secure financing to maintain or expand their businesses.

According to the World Bank's December 2025 Cambodia Economic Update, approximately 90% of Cambodian enterprises operate informally, accounting for 88% of employment.

“Our members work hard to earn a living, but many still face challenges in accessing the financial services needed to grow their businesses,” said H.E Oknha Dr. Ley Sopheap, President of CEYFA. “Through this partnership, they will have more opportunities to access financing, manage payments and earn additional income, helping ease their financial burdens and improve their livelihoods.”

Under the agreement, Wing Bank will offer eligible members KHQR payments, payroll services, business loans, supply chain financing, collateral-free Wing Visa credit cards and other essential financial services.

The partnership also creates opportunities for members to become Wing Bank Agents or Wing Master Agents, earning additional income by providing financial services in their communities. Eligible members may also explore opportunities to refer customers to RGI for life insurance, helping more families access financial protection closer to home.

“For many small business owners, the money they earn each day pays for both business expenses and household needs,” said Mr. Thysen Som, Chief Public Banking Officer at Wing Bank. “Easier ways to receive payments and access financing can help them manage their finances and develop their businesses. Through this partnership, we want to make these services more accessible, especially to informal workers who often face challenges in accessing formal financial services.”

A market vendor already handles customer payments, supplier payments and household costs in a single day. Wing Bank’s services can help keep those transactions in one place.

“When an unexpected event interrupts a worker’s income, families may struggle to cover even their basic needs,” said Mr. Uth Soeurng, CEO of Royal Group Life Insurance. “Life insurance can help ease that burden, and by working with Wing Bank and CEYFA, we want to bring this protection to more families who have had limited access to it.”

Wing Bank's nationwide network includes nearly 30 branches, more than 200 Wing Master Agent locations and over 12,000 Wing Bank Agents. Through this network, members can explore available banking services and RGI life insurance solutions closer to where they live and work.

CEYFA members can visit their nearest Wing Agent or Wing Bank branch, explore Wing Bank’s agent opportunities, or call 023 999 989 for more information about available financial services, insurance and business opportunities.
