MISTI, Wing Bank Sign MoU Unveiling USD 200 Million Financing Boost for MSMEs

The Ministry of Industry, Science, Technology & Innovation (MISTI) and Wing Bank (Cambodia) Plc signed a Memorandum of Understanding to expand financial services and strengthen support for entrepreneurs, startups, and Micro, Small and Medium Enterprises (MSMEs) across Cambodia.

Phnom Penh, 9 December 2025 — The Ministry of Industry, Science, Technology & Innovation (MISTI) and Wing Bank (Cambodia) Plc signed a Memorandum of Understanding to expand financial services and strengthen support for entrepreneurs, startups, and Micro, Small and Medium Enterprises (MSMEs) across Cambodia.

The signing ceremony was witnessed by Minister Hem Vanndy and Neak Oknha Kith Meng, Chairman of the Board of Directors of Wing Bank and Chairman & CEO of Royal Group of Companies. The cooperation establishes a strategic framework that includes a USD 200 million dedicated loan portfolio to enhance business development, competitiveness, and innovation.

 

Under the collaboration, both parties will work together to increase access to financing, expand digital financial services, and develop capacity-building programs to improve business readiness, digital literacy, and financial management skills. The cooperation is also aimed at supporting innovation-driven enterprises and identifying priority sectors in line with national development strategies.

 

“This cooperation expands financial services that directly benefit Cambodia’s entrepreneurs and MSMEs, enabling them to grow, improve productivity, and invest in innovation,” said H.E. Dr. Nhim Khemara, Permanent Secretary of State of MISTI.“Our goal is to support businesses at every stage of development and drive long-term economic transformation.”

The two institutions will jointly promote digital payment adoption and financial technologies that can increase efficiency, transparency, and formalization across industrial and MSME sectors.

By committing a USD 200 million loan portfolio, we aim to make financing more accessible, drive innovation, and help businesses grow—building a stronger economy for Cambodia,” said Dr. Dmytro Kolechko, CEO of Wing Bank. 

According to the 2022 Economic Census, Cambodia has more than 753,000 MSMEs, the vast majority being self-employed individuals and micro-enterprises. Together, they employ nearly 3 million people—around 60% of whom are women—and contribute approximately 63% of national GDP. This sector remains central to Cambodia’s ambition to build a more diversified, competitive, and innovation-driven economy.

 

MISTI and Wing Bank will establish a joint committee and develop detailed implementation plans to operationalize key initiatives under the MoU.
