Wing Bank has signed a strategic partnership with Good Return to expand loan assistance for micro, small, and medium enterprises (MSMEs) in Cambodia’s tourism sector, supporting their business growth and long‑term sustainability.
The signing ceremony was presided over by H.E. Huot Hak, Minister of Tourism; H.E. Yim Leat, Deputy Governor of the National Bank of Cambodia; and representatives from Visa and The Asia Foundation.
Dr. Dmytro Kolechko, Chief Executive Officer of Wing Bank, said, “MSMEs are important to Cambodia’s tourism sector, and Wing Bank is committed to helping them grow. Through this partnership, we are making it easier for small businesses to access the funds they need. Our goal is simple — to support more entrepreneurs so they can strengthen their businesses and contribute to Cambodia’s economic future.”

Tourism is one of the four pillars of Cambodia’s economy, generating an estimated $3.7 billion in revenue in 2025—an increase of three percent from the previous year—and welcoming approximately 5.57 million international visitors.
Through this partnership, Wing Bank will allocate up to USD 600,000 in loan assistance to tourism‑related MSMEs, key contributors to the sector’s growth. Good Return will provide loan guarantees for eligible businesses, enabling easier and more secure access to financing.
This collaboration is part of Visa’s Digitally Inclusive Commerce Ecosystem (DICE) initiative, implemented with the participation of Cambodia’s Ministry of Tourism, Wing Bank, Good Return, Visa, and The Asia Foundation. As part of the program, The Asia Foundation will deliver digital financial literacy training to MSMEs to help them use capital effectively for business expansion.
Cambodia is home to approximately 753,000 MSMEs, employing nearly 3 million people—60% of them women—and contributing an estimated 63% of the nation’s GDP.
